Woman Nabbed in City Hall for Abandoning Cats in E.P.

East Providence police charge former resident with cat abandonment.

A former East Providence resident was arrested Thursday afternoon, Sept. 3, in City Hall and charged with three counts of pet abandonment.

Heather Shirley, 36, who once operated a dog-walking service in East Providence, was attempting to set up a payment plan for fines she owed in the case prosecuted last March, according to eastbayri.com. Her last known address was 72 Ivy St.

East Providence Animal Control Officer William Muggle said that three cats were found at the Ivy Street address by new tenants moving into the apartment. Shirley allegedly left the cats behind when she moved out of the city and state to Bourne, Mass.

Shirley was arraigned on the three charges at the police station and released with a date to appear in District Court, according to Muggle.
