David Bachrach wants your help. Bachrach is the community development director for East Providence. He wants you to help him identify “needs” in the city on which he can spend hundreds of thousands of federal dollars. “You’re in the neighborhoods,” Bachrach said Tuesday night at the East Providence City Council meeting. “I need your help to identify needs in the city.” The money he spends comes from Community Development Block Grants (CDBG) given out by the federal Department of Housing and Urban Development (HUD). Councilors decided to buck the budget commission's recommendation to allocate more CDBG resources toward economic development.
East Providence City Council members unanimously agreed to allocate the maximum Community Development Block Grant (CDBG) funding available for public service programs during Tuesday night's meeting. According to City Manager Peter Graczykowski, there were a handful of budgeting options available. Councilors originally chose to award public services agencies a total of $101,126 — 15 percent of the total CDBG budget. However, that figure dropped to about $90,000; the recent Google money forfeiture will fund public safety programs including a Family Service of RI Violence Prevention Program, Day One's Children's Advocacy and Clinical Program and the Women's Center Teen Violence Prevention Program. Councilors decided to wait until Councilor William Conley Jr. is present for a vote.
East Providence City Council members decided to postpone a public hearing on the proposed Community Development Block Grant (CDBG) budget last Tuesday night. Councilor William Conley Jr. was not present at the meeting. According to Community Development Coordinator David Bachrach, once the council votes on the proposed budget, the public can make comments during a 30 period. If no significant comments are received in that time, then he will come back to the council for a final vote to submit the proposed budget an action plan to HUD. Because the council's vote was postponed on Thursday, Bachrach will have to ask the agency for an extension to submit the action plan. He was confident the agency can accomodate. In a draft budget, the planning department allocated most of its available Community Development Block Grant funds to pay for economic development programs and administrative costs.
Advocates from non-profits that serve East Providence residents pled with city council members Tuesday night to alter the proposed Community Development Grant Block (CDBG) budget to include additional funding for social programs. According to David Bachrach, community development coordinator, the state-appointed budget commission asked planning department members to fund zero public service programs and put more focus on economic development. The fiscal year 2012-2013 CDBG award is $674,175; there was a 24 percent cut in the federally funded grants, according to Bachrach.
