For the first time since December, 2011, the City Council will meet without having to get approval for every expense from a budget commission.
The East Providence City Council meets Tuesday, April 2, in complete control of the city's finances for the first time since December, 2011. The meeting in the Council Chamber in City Hall starts at 7:30 pm. The councilors will gather after regaining spending authority from the East Providence Budget Commission last week. That transfer of authority ended almost 16 months of control by the state-mandated budget board. The City Council is not completely out of the shadow of the Budget Commission, however. It still exists and a new member, Christy Healey, deputy director of the RI Department of Revenue, will serve as a liaison to the City Council and keep a close eye on spending. Write down this number on a post-it note and stick it on your refrigerator. Or put the number on your cell phone. Or program it on your land line. The number: 435-7722. It's the number in the East Providence building inspector's office. You can call it if you have a complaint about "quality-of-life issues" in East Providence. And you can call it anonymously and leave a message anytime. Does your neighbor have a junk car in his driveway? Is another neighbor piling up trash in his back yard? Have you seen a rat scurrying around your neighborhood? Call 435-7722. It's the "Q Alert" system that takes and files complaints for action by the appropriate city official, said City Manager Peter Graczykowski at the most recent City Council meeting. …

You are being given some additional time from East Providence to clear your sidewalk of snow, but the clock will start soon.
Have you cleared your sidewalk of snow yet? East Providence has an ordinance that mandates you have 24 hours from daylight after a storm to clear snow off your sidewalk. Or pay a fine. “Is the ordinance in effect?” said City Engineer Eric Skadberg. “Yes, it is.” But everyone is being given some leeway because of the amount of snow that fell during the Blizzard of 2013 – more than 17 inches. “That’s a lot of snow,” said Skadberg, who is charged with enforcing the ordinance. “We haven’t even gotten the snow off the sidewalks at City Hall yet,” he said on Monday. Skadberg said he would not be going out to start enforcing the ordinance until at least today or Wednesday. His primary focus will be sidewalks used by children to get to schools…

An RFP for professional legal services for East Providence draws interest from more than 10 law firms.
More than 10 law firms are interested in providing legal services to East Providence. City Manager Peter Graczykowski said a request for proposals drew interest from a significant number of firms. As a result, a Legal Services RFP Evaluation Committee will be set up to recommend a potential award. Graczykowski asked the East Providence Budget Commission last week to form an evaluation committee. It will include members of the commission, the City Council, the School Committee and other city and school administrators. Deadline for the RFP was Dec. 7, the city manager said. Each response will be “tabulated by the purchasing division as to minimum qualification criteria and eligibility for further evaluation” by the committee, Graczykowski …
