The East Providence City Council gives initial approval to an ordinance that will set up a tax-increment financing plan for the residential development on the waterfront.
The developer of the Kettle Point residential housing complex on the East Providence waterfront got the initial approval it wanted from the City Council Tuesday night for the financing of public improvements and remediation at the 48-acre site. The vote was unanimous on an ordinance that will set up a tax-increment financing plan and authorize the issuance of up to $9.7 million in bonds to build the roads and lay the water and sewer lines to the former petroleum tank farm on Watchemoket Cove that is being developed by Churchill & Banks of Providence. Nine East Providence businesses that sold liquor to underage customers will have "show-cause" hearings starting May 21.
The East Providence City Council will start dealing next Tuesday, May 21, with nine local businesses – including five liquor stores -- that have sold alcohol to underage customers. Two of the businesses – a liquor store and a restaurant – are multiple violators. “There will be three show-cause hearings at each of the next three meetings of the City Council, sitting as the liquor licensing board,” said Jennifer Wall of the East Providence Prevention Coalition. The hearings are the result of a “sting” of the businesses in February and March by the East Providence Police Department working with the prevention coalition, said Wall. Applicants for federal community development funds stated their cases for the cash before the East Providence City Council Tuesday night in City Hall. Now you have a chance to comment on the requests and the recommendations for the Community Development Block Grants by the city’s community development director. David Bachrach, the community development chief in the planning department, presented to the City Council the list of applicants and his recommendations for more than $620,000 in funds – or about 30 percent less than three years ago. “The budget is shrinking,” he said, which makes the competition for the funds more difficult. Proposed appropriations for Community Development Block Grants (CDBG) go before a public hearing at the East Providence City Council meeting tonight. The meeting starts at 7:30 pm in the Council Chamber in City Hall. East Providence has a bit more than $620,000 in the Housing and Urban Development (HUD) funds to spend between July 1 of this year and June 30 of next year, said David Bachrach, community development coordinator for the planning department. That amount is significantly less than last year when the city had almost $893,000 in CDBG cash. Can’t make the next East Providence City Council meeting on Tuesday, April 16? Don’t fret. It will be streamed live and archived for watching on your computer any time you desire to watch it. The School Committee meeting a week later also will be streamed live and archived, said City Clerk Kim Casci. Casci received approval to resume the live streaming from the East Providence Budget Commission several weeks ago. The real estate company submitted the highest-priced proposal to peddle the surplus municipal properties, Planning Director Jeanne Boyle told the City Council. The councilors voted unanimously Tuesday evening, April 2, to send a resolution to the governor, lieutenant governor, president of the Senate, speaker of the House and the city’s legislators indicating their support of the proposed law. For the first time since December, 2011, the City Council will meet without having to get approval for every expense from a budget commission.
The East Providence City Council meets Tuesday, April 2, in complete control of the city's finances for the first time since December, 2011. The meeting in the Council Chamber in City Hall starts at 7:30 pm. The councilors will gather after regaining spending authority from the East Providence Budget Commission last week. That transfer of authority ended almost 16 months of control by the state-mandated budget board. The City Council is not completely out of the shadow of the Budget Commission, however.
