The board will meet Thursday, May 2, to handle personnel issues -- a request made by Mayor James Briden soon after the police chief was put on administrative leave by the city manager.
The East Providence Budget Commission will reconvene Thursday to weigh in on five personnel matters – none of which involves the police chief, who has been placed on administrative leave. The meeting starts at 3 pm in Room 306 in City Hall. It was the removal of Police Chief Joseph Tavares from his position by City Manager Peter Graczykowski that sparked a decision by Mayor James Briden to ask that the budget board resume its authority over personnel matters. He has said only that he asked for this step "in the best interests of the city." Briden said that this request has been his only connection to the investigation of Tavares. East Providence’s city manager thinks the public works and other emergency management departments did okay during the Blizzard of 2013. There were some complaints and some bumps in the road, said Peter Graczykowski, but overall the city manager thinks East Providence handled the storm pretty well. Graczykowski gave a report to the City Council at its most recent meeting last week on the city’s performance during the storm, which dumped about 18 inches of snow on East Providence. “I want to acknowledge the tremendous work done by public works and our public safety departments during the blizzard,” said Graczykowski, especially given the amount of the snowfall and the size of the equipment East Providence has on hand to deal with blizzards. …

East Providence's city manager announced the appointment of Capt. Oscar Elmasian in a press release late Friday afternoon.
Capt. Oscar Elmasian has been named acting fire chief in East Providence for at least the next six months. After that, Elmasian said on Friday, a search for a new fire chief and his own experience in that post will determined his future. He has been a member of the East Providence Fire Department for 26 years. "I'm looking forward to it," he said. City Manager Peter Graczykowski made the annoucement late Friday afternoon. Elmasian's appointment becomes effective on Sunday, Dec. 30, at 4 pm, when Fire Chief Joseph Klucznik steps down officially. Elmasian currently serves as the city's fire marshal. East Providence City Manager Peter Graczykowski very pleased that voters endorsed four amendments to the city charter in Tuesday's election.
Voters in East Providence approved four amendments to the city charter last Tuesday, Nov. 6, that should promote “fiscal stability” and help to “manage the city better.” So said City Manager Peter Graczykowski on Thursday morning. He couldn’t be happier that voters approved the changes to the charter. Which go into effect immediately, he emphasized. “I’m very pleased,” he said. “I’m glad they endorsed them.” Three of the four amendments were approved overwhelmingly by voters. The fourth, establishing four-year terms of office, was less so but still had a 54 to 45 percent margin of victory. Selected candidate Peter Graczykowski has accepted a contract to become East Providence's next city manager.
Peter Graczykowski, selected candidate for East Providence city manager, has accepted a contract with the city, Mayor Bruce Rogers said in a voicemail early Wednesday afternoon. Rogers said an "agreement will be going to [Graczykowski] today" in the way of a contract. Rogers also said that Graczykowski will be providing his two-week notice to his current employer, the town of Vernon, CT, where he currently serves as human resources director and town administrator. Peter Graczykowski has been offered a contract for the position of city manager, East Providence Mayor Bruce Rogers said by telephone late Friday evening. According to Rogers, Graczykowski received a unanimous 5-0 vote by the East Providence City Council during Thursday's executive session, which took place directly after the public interview of Kenneth Fields, the other finalist being considered.
