Police, Fire Departments Want You

The East Providence police and fire departments are recruiting new candidates.

The East Providence Police and Fire Departments are recruiting new candidates. Details for police officer recruitment are available online at the East Providence website. But the process starts with a Preliminary Application Form that must be submitted by next Tuesday, Feb. 26. A Physical Agility Test then will be administered for eligible applicants at Rhode Island College on March 2.  The fire department will be opening up recruitment in May. You also must first pass a physical test -- the Physical Performance Assessment (PPA) offered by the RI Association of Fire Chiefs. Police Fleet Overhaul Gets OK

The East Providence Budget Commission signed off last week on a 5-year replacement plan to purchase 101 police vehicles at a cost of $3.4 million.

The East Providence Police Department can begin to overhaul its fleet of aging and high-mileage vehicles. The Budget Commission signed off on a vehicle-replacement plan last week that will see about $1.8 million spent on 60 vehicles by July 1 of this year. The money for the vehicles is coming from the $60 million in asset-forfeiture cash awarded to the city by the federal Department of Justice from its Google settlement. A five-year plan for replacing vehicles also was approved by the budget board. It calls for $1.6 million of the asset-forfeiture cash to be used for the purchase of an additional 41 vehicles by Sept. 1, 2017. Major Spending Requests on E. P. Budget Commission's Plate

Requests to spend $1.8 million for a new police department fleet and $90,000 to repair the deteriorating Crescent Park Carousel are among the requests needing budget board approval.

Requests to replace the police department fleet, purchase additional school security equipment, circulate an RFP for carpentry work at the carousel, and restore live streaming of meetings go before the East Providence Budget Commission today at its bi-weekly meeting. The meeting starts at 3 pm in Room 306 in City Hall. The request for police vehicles and school security equipment were put off for a couple of weeks while a five-year plan was developed and additional bids were sought for the school cameras. Man Turns DUI Into Assault on Cops

An East Providence man faces three simple assault charges on patrol officers.

An intoxicated East Providence man, 49, turned his arrest on a bench warrant for a DUI charge into three simple assault charges on police officers last Monday, Feb. 4. William P. Rodwick, of 108 Cedar Ave., was spotted allegedly stumbling through the Save a Lot parking lot at about 5:15 when police officers approached him on the bench warrant. A few minutes later, he was being handcuffed after he allegedly resisted arrest. Rodwick reportedly kicked the arresting officers in the chest when they placed him in the back of a patrol car. He later kicked a police officer when he was in the police station jail cell. The man was held until he sobered up in the jail cell and then sent home with a date to appear in District Court on the original DUI…

Budget Board Puts Hold on Spending for Cop Cars, School-Security Cameras

Proposals from the East Providence Police Department for vehicle replacement and secondary school security equipment stalled for at least two weeks.

The budget commission pushed off two East Providence Police Department requests for spending for at least two weeks last Thursday, Jan. 31, at its biweekly meeting. Both will be back on the agenda on Feb. 14.  The first request was for a vehicle-replacement program that would use approximately $1.8 million of the asset-forfeiture cash received by East Providence in the Google settlement from the federal justice department. The second request was for using a much smaller amount of cash -- about $42,000 to extend a contract with Dane Tech, Inc. of Johnston to add video surveillance and access-control equipment at the secondary schools. Barrington Woman Pleads Not Guilty to Alleged Threat to 'Shoot Up' School

Cynthia Balcewicz of Third Street allegedly said she should 'shoot up' East Providence High School, where her son attends, after a run-in with school officials.

  A Barrington woman pleaded not guilty in Sixth District Court on Wednesday, Jan. 30, after she allegedly threatened to “shoot up” East Providence High School on Monday, Jan. 28, after a run-in with school officials. Her son reportedly attends the high school. Cynthia Balcewicz, 34, of 57 Third St., turned herself into East Providence police earlier on Wednesday after a warrant was issued for her arrest on a charge of disorderly conduct, according to a story in eastbayri.com. Police Aim to Beef Up School Security

The East Providence Police Department wants to spend a Homeland Security grant on more cameras to keep an eye on entrances and common areas at the secondary schools.

Security at East Providence’s secondary schools will be beefed up if the budget commission approves the spending of a federal grant at its meeting this afternoon in City Hall. The East Providence Police Department wants to continue a project to add access-control equipment to the city’s two middle schools, Martin and Riverside, and the Career and Technical school next to the high school, said Det. Lt. Michael David. The police department also wants to add 16 more cameras to the 15 that are already installed in the hallways, staircases and common areas at the high school, he said. Total cost of the security equipment is around $40,000, David said. The money is coming from a Homeland Security fund earmarked for the Providence urban area. …

Parella the Pick for Deputy Police Chief

East Providence City Manager is recommending Capt. Christopher Parella to fill the No. 2 spot in the police department; three other officers also are being recommended for promotions.

Capt. Christopher Parella is the city manager’s choice to become second in command of the East Providence Police Department.  Parella will be recommended for promotion by City Manager Peter Graczykowski to the East Providence Budget Commission. He would fill the spot held by the recently retired Maj. Charles Swenson. All appointments must be approved by the Budget Commission,which makes final decisons on hiring. It is on the docket for the board’s meeting Thursday afternoon, Jan. 31. Shoplifting Charge Prompts Homeland Security Check

A discrepancy with the birth date of a Providence woman, 23, born in China, who is arrested for shoplifting in East Providence, initiates a call to Homeland Security.

A Providence woman has a date in Sixth District Court on Thursday, Jan. 31, for allegedly shoplifting $67 worth of beauty and hair products from an East Providence store last week. The incident also prompted a call to a federal Homeland Security office by East Providence police because there was a discrepancy with the woman’s birth date. Dinglan Shi, 23, of 2 College St., was charged by East Providence police after she reportedly hid three of five beauty items in a bag at the Marshal’s store on Pawtucket Avenue on Jan. 22. She paid for the two other items. A store security officer observed her in an aisle putting the three items in the bag, according to the police report. Young Woman Charged After Fight With Sister

East Providence police charge woman, 19, with domestic simple assault and domestic disorderly conduct after fistfight on Monday, Jan. 21.

A fight on Monday, Jan. 21, between two East Providence sisters who live in an apartment together ended up with the older of the two facing two domestic charges. Ria Marie Cabral, 19, of 16 Ridge Drive, was charged with domestic disorderly conduct and domestic simple assault and battery after a late afternoon fistfight with her sister, 18, according to East Providence police. Cabral was charged as the primary aggressor after she allegedly struck her sister on the left arm with a curling iron, and threw the curling iron and a high heel shoe at her sister, police said. The shoe injured the sister’s palm but she refused treatment.  Cabral allegedly went into a tantrum while the sisters were trying on clothes together before she went to work …
